What is a defect list after an accident?
A defect list is a list of the damaged car parts after an accident. For each part it shows what happened to it, what must be done — replace, repair or paint — and what it costs.
The list is part of the appraisal report and is used to calculate the damage and the insurance payout.
What the law says
- Law of the Kyrgyz Republic dated 24 July 2015 No. 192 “On Compulsory Insurance of Civil Liability of Owners of Motor Vehicles”For property damage, the victim submits documents on repair costs and assessment documents (Article 23, Part 2). If repairs made before the inspection do not allow the insured event and the amount of damage to be established reliably, the insurer may refuse the payout in whole or in part (Article 27, Part 1). If the parties disagree about the circumstances, the nature or the list of visible damage, the traffic police (GUOBDD) must take part in the paperwork (Rules, para. 38).
- Rules of compulsory insurance of civil liability of owners of motor vehiclesAnnex to the Government Resolution of 19 May 2020 No. 257, as amended on 8 October 2024. The insurer pays out or sends a reasoned written refusal within 30 calendar days of receiving the application and documents (paragraphs 72–73). For property damage, the limit is 150 thousand KGS per victim and no more than 450 thousand KGS for all victims. The amount above the limit is paid by the vehicle owner found at fault: under the Civil Code of the Kyrgyz Republic, damage is compensated in full.
- Law of the Kyrgyz Republic “On Appraisal Activity” of 22.12.2021 No. 155The report is prepared in two paper copies: one goes to the customer, the second stays with the appraiser. The report is numbered, stitched, signed by the appraiser and stamped, where a seal is available (Article 20, Parts 1–2).
What the list consists of
The defect list is a list where each damaged part is written on a separate line. Every line has four parts.
For example, a line may look like this: front left fender — dent — repair and paint — cost breakdown.
Line item
The name of the part: bumper, fender, headlight, strut. One part is one line item.
Type of damage
What happened to the part: a dent, a crack, a tear, a scratch or a deformation.
Action
What is done with the part: replace it, repair it or paint it.
Cost breakdown
The sum is split into parts, labour and materials. All prices are market prices.
Why the defect list is needed
The list is used to calculate the damage. It shows which parts are damaged and what must be done with them. The cost of restoring the car depends on it.
The insurance payout documents include the appraisal report, the damage calculation, photo records, the defect list and the justification for each line item. So each line in the list has a reason, and you can see why the part is included in the calculation.
If the insurer calculated less than you expected, compare each line of the list with the insurer’s calculation. That makes it easier to find which line has the difference.
How to read the list
Go through the lines from top to bottom and compare each one with the photos. This makes it easier to see how the total is made up.
Find the part in the photos
Take the first line and find this part in the photos. If it is not in the photos, ask the appraiser.
Check the type of damage
Make sure the line describes what the photos show: a dent, a crack or a deformation.
Look at the action
Replace, repair or paint. This decision determines the cost of the line.
Compare the cost breakdown
Parts, labour and materials are shown separately. This shows what the sum for the line is made of.
Check the total
The total damage amount is made up of all the line items. If a line is unclear, ask the appraiser: every line item is justified.
What to prepare
The owner’s passport and the vehicle registration document.
The details of the accident, if they are needed for the insurance case. We confirm the exact list when you get in touch.
Photos and a video of the damage for WhatsApp. We agree on the cost based on them.
Do not start repairs before the assessment: the damage has to be recorded in its original state.
How we help
We prepare the defect list as part of the damage assessment after an accident. The appraiser inspects the car in person, photographs every damaged area and fills in the list line by line. If the car cannot be driven, is at an impound lot or at a repair shop, the appraiser comes to the car in Bishkek and the suburbs. Trips within the city: +1 000 KGS. To Dordoi, Magistral, Novopavlovka and Novopokrovka: +1 500 KGS. Out of town: from +2 000 KGS. The timeline from the inspection to a finished report is 3–5 days, and up to 7 days for major damage. The report is issued in two paper copies with the appraiser’s signature and stamp.
Questions about the defect list
How is the defect list different from the appraisal report?
The defect list is part of the report. In the report it comes together with the photos, the calculation of the restoration cost and the total damage amount.
Can the defect list be made from photos alone, without an inspection?
No. The list is made after an in-person inspection and photo records of every damaged area. Photos and a video sent on WhatsApp help us agree on the cost.
Can the defect list be made after the repair?
It is better to do it before the repair: the damage has to be recorded in its original state. If the repair has already started, ask the appraiser.
Is the defect list included in the price of the assessment?
Yes. Preparing the documents is included in the price of the damage assessment: from 4 500 KGS for 1–2 damaged parts, up to 7 000 KGS for 11 or more.
What if the insurer does not accept the report?
We will redo the report or help you dispute the insurer’s decision. More details are on the page “The insurer underpaid”.
