Car accident in Bishkek: assessment and payout
After an accident, first help the injured and call the emergency services: ambulance 103, GUOBDD 100 or 102. Then record the damage in its original state and do not start repairs. Then order an independent damage assessment.
The appraiser’s report, with the calculation and the defect list, may be needed for the insurance payout. It takes 3–5 days from the inspection to a finished report, up to 7 for major damage.
What to do step by step
Switch on the hazard lights, help the injured and call an ambulance (103). Report the accident to GUOBDD: 100 or 102.
Do not start repairs. The damage has to be recorded in its original state.
Photograph each damaged area and record a video. Send the photos and the video on WhatsApp: we agree on the cost based on them.
Gather the documents: the owner’s passport and the vehicle registration document. For an insurance case, the details of the accident are also needed.
Notify your own insurer no later than 5 working days (Rules, para. 35).
Book an in-person inspection. If the car cannot be driven, the appraiser comes to you in Bishkek and the suburbs.
Get the report: two paper copies with the appraiser’s signature and stamp.

When an independent assessment is needed
An independent assessment is needed when the insurance payout requires documents. It is also needed when the insurer has calculated the repair cost lower than it is at market prices.
The appraiser inspects the car in person, photographs each damaged area and calculates the restoration cost at market prices for parts, labour and materials.
If the car cannot be driven, is at an impound lot or at a repair shop, an on-site inspection is needed.
If the insurer does not accept the report, we redo it or help you dispute the decision.
